What is a TAD Redevelopment Plan?
All TADs in Georgia must have a Redevelopment Plan, per the State law governing the creation and operation of TADs. The Redevelopment Plans must outline the district’s community redevelopment needs, boundaries, market conditions and potential projects that could result from the tax increment generated by the TAD.
The planning process includes seven TADs:
Eastside
Westside
Campbellton Road
Metropolitan Parkway
Hollowell/MLK
Stadium Neighborhoods
Perry Bolton
In the City of Atlanta, the updated plans and investment strategies created through this process will also advance the three pillars of the Neighborhood Reinvestment Initiative (NRI): displacement prevention, neighborhood stabilization, and wealth creation. All projects identified through the TAD Redevelopment Plan update process must demonstrate a direct, measurable connection to NRI outcome metrics.

The City of Atlanta and Invest Atlanta are updating Redevelopment Plans for seven Tax Allocation Districts (TADs) across Atlanta - plans that will help guide future investment and development in communities throughout the city.
We want to hear from you.
Join us for a virtual community meeting to learn more about the planning process, how TAD funding can support investment in these communities, and how residents, businesses and community stakeholders can participate and provide input.

How residents, businesses and community stakeholders can participate and provide input
Your Voice Matters
These plans will help establish priorities for future investment. Community input is an important part of making sure those priorities reflect the people, businesses and neighborhoods within each TAD.
Can’t attend October 8? There will be additional opportunities to participate and provide feedback throughout the planning process.

TADs are a financing tool Atlanta uses to encourage redevelopment in underserved areas. When a TAD is created, property tax revenues are frozen at their current level.
As property values rise due to new investments, the increase in tax revenue — called the ‘tax increment’ — is set aside to help make investments for neighborhoods in that district, such as infrastructure, parks, or cleanup of blighted properties.
Once the TAD ends, all the tax revenue, including the growth, goes back to the general tax base.
